Do foreigners have to make payments to the national pension scheme in Taiwan? If so, how can they get the money back?

Do foreigners have to make payments to the national pension scheme in Taiwan? Do their employers have to make payments to the national pension scheme on their behalf? If payments are made, how can the foreign employee get their money back (assuming they don’t retire in Taiwan)?
